The Securities and Futures Commission (SFC) has sequenced implementation of the Hong Kong Investor Identification Regime for the exchange-traded derivatives market (HKIDR-DM). Relevant intermediaries are expected to obtain appropriate client consent and update client identification data from the third quarter of 2026 through the fourth quarter of 2027. Order-management-system enhancements must run through the third quarter of 2027; Broker-to-Client Assigned Number (BCAN) allocation, mapping-file preparation, end-to-end testing and market rehearsals follow mainly in the second half of 2027. Initial mapping-file submissions are scheduled for the fourth quarter of 2027 through the first quarter of 2028, before the targeted second-quarter 2028 launch.
The regime will require every in-scope on-exchange futures, options and stock-options order to carry a BCAN, linked to current client-identification data submitted to Hong Kong Exchanges and Clearing Limited (HKEX). A companion SFC circular says individual clients who have not given express consent may only enter orders that close existing positions.
This is an execution-data and client-data build, not a narrow reporting change. Intermediaries need coordinated consent, onboarding, identity-document, order-tagging, file-submission, security, retention and exception controls. The timetable also links the regulatory transition to HKEX’s Orion Derivatives Platform, concentrating technology and compliance change into the same implementation window.
SFC-licensed corporations and registered institutions that offer derivatives brokerage services or conduct proprietary trading; individual clients whose personal data will be submitted; HKEX and Hong Kong Futures Exchange participants; and vendors supporting order management, client data, surveillance reporting and record retention.
SFC and HKEX training begins from the fourth quarter of 2026. The next material evidence will be the detailed schedule for end-to-end testing and market rehearsals, followed by BCAN and client-identification mapping-file submissions. Launch remains targeted for the second quarter of 2028 and is conditional on market readiness and successful testing.
